The Vocational Education and Training in brief
The Vocational Education and Training (VET) sector belongs to the national education system
The national education system foreseen in the Education Development Strategy 2020 (SOURCE EDS 2020)
In the Kyrgyz Republic, the VET sector is organised in:
IVET
Initial or primary VET
· IVET schools are called litsei/lyceum
· IVET schools are under the power of AVE, the Agency for Professional and Technical Education
· number of schools in 2014: 105
· only public schools
· 47 in urban areas
· 58 in rural areas
· IVET schools exist in all regions of the country
· around 30 000 students

At the CENTRAL ASIA ACADEMY FOR DEVELOPMENT OF VET PROVISION conference, held on the 15th and 16th Oct 2015 in Bishkek, Ms Irina Gordeeva, from the Unit for Analytical work and international cooperation, Agency for Vocational Education and Training under the Ministry of Labour, Migration and Youth of the Kyrgyz Republic has pointed the attention to the changed situation in Kyrgyzstan underlining a current renovate interest for the IVET sector and a positive perception of the employers.
She has also proposed a list of key priorities, useful to enhance the quality of the service organized in more than one hundred educational institutions with more than fourteen thousand youngsters and adults students per year. The key strategic points illustrated by Ms Gordeeva are quite interesting to further considerations about how it could be possible to envisage an ICT and e-learning introduction in IVET in Kyrgyzstan:
· need of an independent accreditation
· need of dedicated training
· need of continuous education
· need of modern technologies as a priority
· need of the establishment of a National Council to develop professional skills
· need of the establishment of Sectoral councils
· need of national ICDL Centres
· need of monitoring of graduate employment
· need of inclusive education
· need of training of the trainers
Regarding the setting up of the National Skills Council it is relevant to note that it is widely considered an important step in the right direction to ensure better inter-ministerial coordination on VET, while sectoral councils are recognised as important player for the improvement of VET offer in line with labour market demand. A number of sectoral skills councils have started to operate and are active in common projects with IVET system, especially on the definition of occupational standards , but it is also important, for our advisory considerations, to also note that the National Skills Council could not only influence the labour market or the VET offer in itself, but could also facilitate the development of new standards for a teachers qualification framework when it could take in consideration the VET sector in itself.
